"School to Work Transition Policies" are tools for solving youth unemployment problem and enhancing better futures for young people. Although many countries are combating with youth unemployment, successful policies are rare. Germany is. among the successful countries in this respect and Italy is among the unsuccessful ones. Turkey is experiencing a transition from an agricultural society to an industrial society and she has a young population. Furthermore Turkey has a higher population growth rate compared to European countries. If this trend continues, Turkey will have a larger youth population in near future. This fact increases the importance of 'youth policies' in Turkey. In this thesis, our aim is to come up with policy recommendations to Turkey after comparing the good student of the class -that is Germany-, and the bad student of the class -that is Italy. Our comparison is based on five determinants of successful school to work transitions mentioned in the study of OECD "From Initial Education to Working Life". Those determinants are; ? Education Systems ? Youth Labor Market Performances ? Nature of the Links between Education and Employment Systems ? National Policy Approaches ? Cultural Differences between Countries. After discussing these elements, we conclude that, policies that are in coordination with education systems and that are providing flexibilities that enable hiring of young people are the most appropriate ones for solving the youth unemployment problem. On the way to accession to European Union, Turkey's adopting such policies would help to face the future challenges in a stronger condition.
